Opening Day April 12 and other Information

Finally we are getting ready to play first games on Saturday April 12!
NOTE if the fields are playable we play ball!

THIS IS A VERY LONG EMAIL BUT CONTAINS MUCH INFORMATION NEEDED FOR THIS SPRING SEASON!


Opening Ceremonies
Due to the size of our league (900 players 200 volunteers), we are NOT able to physically accommodate having the entire league gather for an opening ceremony.

INSTEAD EVERY SATURDAY AT THE 9 AM GAME WE HAVE A PRE GAME EVENT ON OUR FIELD 4.
This Saturday ALL teams playing at 9 AM
 will gather on Field 4 by 8:40 AM.
The Tumwater HS band will play the National Anthem.  
The Flag will be raised behind Field 4 outfield.
Players will recite the Little League Pledge
Parents will recite the Parent Pledge. 

This event will be repeated EVERY Saturday during our season (except for the Tumwater HS Band) so that as many teams as possible can participate. 

Rainouts 
Our process for rainouts is:
1. Text team managers for games ask them to notify their teams via Game Changer Mobile App. 
2. Post our Capitol Little League Facebook Page.
3. Post our Website (problematic if we are at the fields due to spotty Wi-Fi)

Schedules
ALL divisions and programs have their schedules posted to the TEAM CENTRAL POSTED SCHEDULE on the Capitol Little League website.

Games will undoubtedly change due to rainouts or field issues especially at games played on other league's fields. Those changes go to the posted schedule and transfer to the Game Changer mobile app.

NOTE--MINOR and MAJOR COED BASEBALL will have a season ending tournament that will start May 31 (hence no games are currently showing) the first games of those tournaments will be played May 31 and the championships will be played June 7. 

Umpires
ALL our umpires at Capitol Little League fields are VOLUNTEERS. 

Please understand they are doing their very best to call games fairly and correctly for our league.

Due to the large number of other organizations who PAY umpires to call games, we may be short an umpire on occasion and coaches/parents may be asked to "call" a game.  We have umpire gear available for those situations. 

Harassment of umpires, coaches or players will NOT be tolerated and anyone doing so can expect to be ejected from our fields. 

Coaches/team staff/concessions staff/board members
Capitol Little League is an entirely VOLUNTEER run program. 

We have NO paid staff. 

We pay for weekly mowing ONLY. 

Housekeeping
There is NO Groundskeeper--coaches and others maintain fields pre/post game.

IF a garbage can is full, there are garbage bags in the green and brown shed and concessions stand--take the full one to the dumpster at the entrance by the porta potties.  We appreciate you taking the initiative to help keep the garbage under control. 

IF you see something going on say something--there will be a field manager in the area of concessions stand for EVERY game. 
Alternatively, you can report issues to the concessions stand manager. 

Disposable Ice packs are in the green storage shed and brown shed and concessions stand.  Same for sting stop (look in the first aid kits in the sheds).

Playground

At this time our playground remains closed. 

We have been working on trying to get the parts needed to fix the broken areas (there are some extensive parts of the structure needing replacement). 

Our hope is to get the playground repaired during the Memorial Day break time depending obtaining the parts needed.

Practice Schedule AFTER games start
Except for a few days and fields there will be NO practice times available at Capitol Little League complex during the week or Saturdays.

We are close to having the practice schedule completed for practices STARTING April 14 and will post that to the website on the Practice schedule tab. 

Team Photos
Team managers will be making appointments with Keepsake Photos to take team pictures. The order form and price list is on our website  under the Team Photo tab. 

Local Capitol Little League Rules 
Due to the size of our league, not having lights and needing to complete games our league has special rules,  IF your team plays games at OTHER Little League fields they may or may not have same rules. 

NOTE:  Continuous batting order is used in ALL Divisions baseball and softball (same order is used for the entire game).  Unlimited substitutions are allowed in ALL Divisions with 6 defensive outs required for all players (not continuous).

NOTE: ALL adult volunteers working with players at practice or games MUST apply to be a volunteer thru our online application, pass the JDP background check and complete the Little League Abuse Awareness Training class--IF you have NOT done that Please do it NOW.

NOTE on BATS: For COED BASEBALL -  Majors and below bats must be USA logo ONLY;  Intermediate and JR may use BBCOR or USA logo.  USSSA bats are ILLEGAL in Little League--IF a batter uses an ILLEGAL bat during an at bat, the player and team manager will be ejected for THAT game. 

For GIRLS SOFTBLL-USSSA or USA bats with bpf 1.20 markings are the only legal bats. 

PLEASE don't send your player to the field with an illegal bat in their bat bag.

Tee Ball 

Innings-all players present bat for each team--can have extra infield and out field players
time limit is no new inning after 75 minutes. NO Score is kept--NO ON DECK batters. 
Coaches and volunteers allowed as many as needed. Base race after game.

AA Machine Pitch
Innings 3 runs/3 outs per side.  May have extra infielder/outfielder.  No base stealing; no leading off; runner's advance 1 base at a time unless ball is elevated to outfield. NO Score is kept--NO ON DECK batters.
Time limit no new inning after 90 minutes. Coaches and volunteers allowed as many as needed. Base after game.
 
Minors-
3 runs/3 outs per inning; last declared inning 5 runs/3 outs.  Full game is 6 innings. No new inning after 1 hr. 45 minutes; drop dead at 2 hrs. 4 innings MUST be completed (3 1/2 if home team is ahead).  Score reverts to last complete inning. May play with 8 players with no penalty.  No leading off; No on deck; no head first slides to advance. Can't run on dropped 3rd strike. No Slash Bunts allowed. Maximum 3 Adult coaches in dugout.  Mercy rule 10 after 4.

Majors-
5 runs/3 outs per inning. Full game is 6 innings. No new inning after 1 hr. 45 minutes; drop dead at 2 hrs. 4 innings MUST be completed (3 1/2 if home team is ahead).  Score reverts to last complete inning. May play with 8 players with no penalty.  No leading off; No on deck; no head first slides to advance. No Slash Bunts allowed. Maximum 3 Adult coaches in dugout. Mercy rule 10 after 4.

Intermediate 50/70-
5 runs/3 outs per inning. Full game is 7 innings. No new inning after 2 hours; drop dead at 2  1/2 hrs. 5 innings MUST be completed (4 1/2 if home team is ahead).  Score reverts to last complete inning. May play with 8 players with no penalty. Leading off, On deck and head first slides ALLOWED.  No Slash Bunts allowed. Maximum 3 Adult coaches in dugout.  Mercy rule 10 after 5.

JR-

5 runs/3 outs per inning. Full game is 7 innings. No new inning after 2 hours; drop dead at 2  1/2 hrs. 5 innings MUST be completed (4 1/2 if home team is ahead).  Score reverts to last complete inning. May play with 8 players with no penalty. Leading off, On deck and head first slides ALLOWED.  Slash Bunts ALLOWED.  Maximum 3 Adult coaches in dugout. Mercy rule 10 after 5.

We only have AA Coach Pitch; Minor and Major in our league.

AA Coach Pitch
3 runs/3 outs. 6 innings full game. All players present may play in field. No base stealing; no leading off; runner's advance 1 base at a time unless ball is elevated to outfield. No new inning after 1 hr. 30 minutes.  Drop dead 1 hr. 45 minutes. Base race after game.

Minor 
3 runs/3 outs.  last inning open if time permits. 6 innings full game.  No leading off; can't leave base until pitched ball has been batted or reaches the batter.  Can't steal on passed ball. No slash bunting allowed.  Can't run on dropped 3rd strike. No new inning after 1 hr. 30 minutes.  Drop dead 1 hr. 45 minutes. Mercy rule 12 runs after 3 innings; 10 after 4 innings; 8 after 5 innings.

Major
3 outs;  6 innings full game.  4 innings is complete game. No leading off; shall not leave base  until pitcher releases ball; No slash bunting; Batter can run on dropped 3rd strike.  Mercy rule 12 runs after 3 innings; 10 after 4 innings; 8 after 5 innings.
